- 5 Agustus 2026 — melalui Pengumuman PENG-46/PJ.09/2026, DJP menunda pemberlakuan PMK 37/2025 sampai 31 Oktober 2026, sehingga pemungutan dijadwalkan mulai 1 November 2026.
- 24 September 2026 — Keputusan Direktur Jenderal Pajak tentang penunjukan marketplace pemungut PPh Pasal 22 diterbitkan.
- 1 Oktober 2026 — DJP menyatakan pemungutan mulai dilaksanakan.

The collection of Article 22 Income Tax (PPh Pasal 22) on the earnings of domestic merchants through marketplaces officially took effect on October 1, 2026. The Directorate General of Taxes (DJP) stated that the collection is administered by four designated Trading Through Electronic Systems (PMSE) operators appointed under a Decree of the Director General of Taxes dated September 24, 2026: PT Shopee International Indonesia, PT Global Digital Niaga Tbk, PT Tokopedia, and PT Ecart Webportal Indonesia.
"What the public needs to understand is that this mechanism does not create a new tax. The DJP, alongside marketplace operators, is working to ensure that the collection process remains simple, orderly, and provides legal certainty for merchants," said Director General of Taxes Bimo Wijayanto in a DJP press release on October 1, 2026.
What is actually changing
What has changed is the settlement mechanism, not the tax type or its rate. Previously, domestic merchants calculated, deposited, and reported their own Article 22 Income Tax obligations. Under the new scheme, designated marketplaces withhold the tax at the transaction point, remit it to the state treasury, and report it through the Unified Periodic Income Tax Return (SPT Masa PPh Unifikasi).
The legal framework governing this policy is Minister of Finance Regulation (PMK) Number 37 of 2025 regarding the appointment of other parties as income tax collectors, alongside the procedures for collecting, depositing, and reporting on income received by domestic merchants through PMSE mechanisms.
Rates and the tax base
Designated marketplaces collect Article 22 Income Tax at a rate of 0.5 percent of gross turnover (revenue). The tax base excludes Value Added Tax (PPN) and Sales Tax on Luxury Goods (PPnBM).
As an illustrative calculation: if gross turnover recorded on an invoice document stands at Rp4,000,000, the 0.5 percent withholding amounts to Rp20,000. This figure serves as an arithmetic illustration of the statutory rate, not data from a specific transaction.
Article 22 Income Tax withheld through marketplaces can be accounted for as a tax credit within the current tax year or treated as part of Final Income Tax settlement, in line with statutory regulations. Consequently, disciplined recordkeeping is essential to prevent withholding amounts from being counted twice.
Small sellers with turnover up to Rp500 million
The DJP emphasized that relief is available for small businesses. Individual taxpayers with an annual turnover of up to Rp500 million in a single tax year are exempt from Article 22 Income Tax withholding by marketplaces, provided they have submitted a statement letter in accordance with applicable regulations.
This means eligible sellers must ensure this statement letter is formally submitted via the mechanisms provided by each respective marketplace. Without such a declaration, platform systems may continue to withhold 0.5 percent from recorded transactions.
A shifting timeline
The rollout of this policy involved several adjustments:
- July 1, 2026 — The DJP appointed four marketplaces as Article 22 Income Tax collectors, planning an effective implementation date of August 1, 2026.
- August 5, 2026 — Through Announcement PENG-46/PJ.09/2026, the DJP postponed the enforcement of PMK 37/2025 until October 31, 2026, rescheduling tax collection to begin November 1, 2026. The marketplace appointment decree was revoked to be reissued later, while any Article 22 Income Tax already collected was required to be refunded by marketplaces to domestic merchants. The delay was aimed at safeguarding public purchasing power.
- September 16–18, 2026 — Director General of Taxes Bimo Wijayanto stated that all four platforms were ready, sandboxing and go-live stabilization processes were complete, and implementation would become active on October 1, 2026.
- September 24, 2026 — The Decree of the Director General of Taxes on the appointment of marketplaces as Article 22 Income Tax collectors was officially issued.
- October 1, 2026 — The DJP announced that tax collection had commenced.
The DJP affirmed that these scheduling adjustments did not alter the core substance of PMK 37/2025.
What sellers need to prepare
- Align tax data. Ensure the account name, NIK/NPWP, and correspondence address across each marketplace are consistent and match official identification documents.
- Submit a statement letter if eligible. Individual sellers with annual turnover up to Rp500 million must submit a statement letter through each platform's designated channel.
- Monitor invoice documents. The 0.5 percent deduction will appear on billing documents or transaction histories, allowing monthly reconciliation.
- Record withholdings as tax credits. Retain withholding receipts to be credited or calculated toward Final Income Tax settlement at year-end.
- Recalculate cash flow. Withholdings reduce net cash received by sellers; platform commissions, advertising fees, and administrative costs remain separate components that do not automatically reduce the taxable base.
Why this matters for small businesses
Indonesia positions electronic commerce as the primary pillar of its digital economy. The e-Conomy SEA 2025 report compiled by Google, Temasek, and Bain & Company estimated Indonesia's digital economy gross merchandise value (GMV) to reach 99 billion US dollars in 2025, with e-commerce serving as the largest contributor at approximately 71 billion US dollars — figures cited by the ANTARA news agency.
On the other hand, automated tax collection lowers administrative burdens, but demands disciplined business bookkeeping from the outset. Sellers who log transactions digitally — using basic recordkeeping systems, point-of-sale applications, or accounts segregated from personal finances — will be better equipped to navigate this new mechanism and prove their eligibility for the Rp500 million turnover threshold.
For business owners, the practical questions are straightforward: is the tax information on marketplace accounts accurate, has the statement letter been submitted, and is every deduction properly recorded. These three factors will determine whether the policy serves as a genuine convenience rather than an unaccounted-for operational expense.
