Menurut Kompas.com (21 September 2026), PPh Pasal 22 dipungut ketika konsumen melakukan pembayaran melalui lokapasar.
- 14 Juli 2025 — PMK 37/2025 diundangkan.
- 1 Juli 2026 — empat lokapasar ditunjuk sebagai pemungut, disertai masa transisi satu bulan (ANTARA).
- 1 Agustus 2026 — jadwal awal pemungutan; pelaksanaannya ditunda.
- 31 Oktober 2026 — akhir masa penundaan.
- 1 November 2026 — target pemungutan mulai berlaku, menyesuaikan kesiapan platform.

Jakarta, CMNexus — The withholding of Article 22 Income Tax (PPh Pasal 22) by marketplaces is targeted to take effect on 1 November 2026. Kompas.com (21 September 2026) reported that the Directorate General of Taxes (DJP) established this date following a postponement period running through 31 October 2026, noting that implementation would adjust to each platform's readiness.
For business owners selling on marketplaces, this change is not about policy debates, but rather about daily arithmetic: how many Rupiah are deducted from each transaction, when the deduction occurs, and how to maintain orderly sales records afterward.
Not a new tax, merely a shifted mechanism
The regulatory foundation is Minister of Finance Regulation (PMK) Number 37 of 2025, promulgated on 14 July 2025. An official explanation from DJP (31 July 2026) emphasized that this regulation "does not establish a new type of tax at all": what changes is the income tax payment mechanism, which was previously self-remitted by merchants and will now be withheld, remitted, and reported by designated marketplaces.
The withholding rate is 0.5 percent of gross turnover or the transaction value stated on the invoice. That figure is calculated from the gross value before deducting sales discounts or rebates, and excludes Value Added Tax (VAT/PPN) and Sales Tax on Luxury Goods (PPnBM). The tax object is the merchant's income, not the buyer.
How the deduction enters the transaction flow
According to Kompas.com (21 September 2026), Article 22 Income Tax is withheld when consumers make payments through the marketplace. The withheld amount is stated on the electronic bill or invoice, which simultaneously serves as proof of withholding so that sellers do not need to receive additional documentation. Subsequently, the marketplace remits it to the state treasury and reports it via the Unified Periodic Income Tax Return (SPT Masa PPh Unifikasi).
For MSMEs whose income is already subject to a 0.5 percent final income tax on turnover, this marketplace withholding automatically counts toward the settlement of that final income tax, rather than acting as a second levy (pajak.go.id, 31 July 2026). For other taxpayers, the withheld tax can be credited against tax liabilities in the current tax year.
DJP previously illustrated a simple breakdown: a transaction valued at Rp2,000,000 results in a withholding of Rp10,000, and that figure is not a standalone additional tax (ANTARA, 1 July 2026).
Who remains exempt from withholding
Domestic individual merchants with gross turnover of up to Rp500 million in a single tax year are exempt from income tax withholding under this scheme (pajak.go.id). As a condition, sellers must submit a turnover declaration letter to the marketplaces where they sell. Without this declaration letter, deductions may still occur.
A few details that are frequently overlooked:
- The Rp500 million calculation is the accumulation across all stores belonging to the taxpayer—both online marketplaces and offline stores—not per account or per platform (official DJP Q&A).
- The declaration letter is made per taxpayer (one NPWP or NIK), meaning a single letter can be used for all accounts and submitted to all marketplaces. Its format follows the appendix of PMK 37/2025 and requires a duty stamp (official DJP Q&A).
- If gross turnover exceeds the threshold mid-year, the seller is obligated to submit a stamped statement letter declaring that turnover has surpassed Rp500 million, no later than the end of the month in which the threshold was crossed; withholding will follow in the subsequent tax period.
- Exemption from withholding does not mean exemption from administration: sellers still need to hold a Taxpayer Identification Number (NPWP) and fulfill reporting obligations.
The list of marketplaces designated as withholding agents and recorded on the official DJP website includes Blibli, Shopee, Tokopedia, and Lazada, all bearing an appointment date of 1 July 2026.
Four steps to prepare starting now
- Tidy up tax identification. Ensure that your NPWP or NIK and store owner details are consistent across every platform where you sell.
- Prepare a turnover declaration letter if your gross turnover remains under Rp500 million, then keep a copy along with proof of submission.
- Review transaction details in the seller dashboard. When this scheme was briefly implemented in August 2026, several sellers reported deductions already appearing on their transactions. Kompas.id (6 August 2026) noted that deductions already collected and not yet remitted would be refunded to sellers in accordance with platform policies.
- Record sales across all channels. Marketplace transaction data is also used by DJP to monitor turnover and identify sellers who ought to be confirmed as Taxable Persons for VAT (PKP)—namely those whose turnover exceeds Rp4.8 billion annually, according to an explanation cited by the Indonesian Tax Consultants Association (5 July 2026).
What thin-margin sellers are experiencing
For merchants whose margins are already squeezed by operating costs, promotions, and platform fees, an additional 0.5 percent is still felt in cash flow. SUAR.id (22 September 2026) interviewed a merchandise seller in Surabaya who began directing some transactions to direct channels like WhatsApp so the deductions borne would not be too large, as well as another seller who admitted having to adjust selling prices as margins were cut.
It is worth highlighting: shifting transactions to direct channels does not eliminate tax obligations on that income—what changes is merely where the transaction is recorded. Therefore, unified bookkeeping between marketplace sales and direct sales is increasingly vital, enabling business owners to accurately calculate net margins per product. The principle remains identical regardless of the system used: one transaction record, one sales report. Related discussions can be found on the CMNexus news channel.
Key dates to note
- 14 July 2025 — PMK 37/2025 is promulgated.
- 1 July 2026 — Four marketplaces are designated as withholding agents, accompanied by a one-month transition period (ANTARA).
- 1 August 2026 — Initial withholding schedule; implementation is postponed.
- 31 October 2026 — End of the postponement period.
- 1 November 2026 — Target enforcement of withholding, adjusting to platform readiness.
One note of caution: the Indonesian E-Commerce Association (idEA) proposed that implementation begin on 1 January 2027 to allow more thorough system enhancements and socialization among sellers (Kompas.id, 6 August 2026), and previously issued appointment decrees were stated to be reissued. This means the 1 November 2026 date could potentially shift again. For business owners, the safest measure is to prepare data and bookkeeping starting now, rather than waiting for confirmed dates.
